Juvenile honing
In June 1960, Zhan Xianguang was born into a family of farmers in Cihu North Village, Putian Street. One year after graduating from junior high school, Zhan Xianguang entered the Ruian Machinery Factory as an apprentice. Later I switched to study woodworking. After half a year, he was able to work independently in carpentry, and soon became a skilled carpenter and entered Wenzhou Timber Company for furniture production.

In 1984, the tide of reform and opening up surged in the land of Wenzhou. Zhan Xianguang lost no time. He founded an electroplating factory with two friends and was responsible for the external contact business in the electroplating factory. The business soon became popular.

In the process of operating the electroplating factory, Zhan Xianguang has been capturing new opportunities and found many parts of electroplating processing, belonging to hardware products, many of which have lock products. Through communication with the lock manufacturer, Zhan Xianguang found that this line has a lot to offer. Therefore, he paid special attention to the information on the procurement of raw materials, processing technology and marketing channels. After careful market research, Zhan Xianguang decided to withdraw from the electroplating industry and set up his own bicycle lock factory.

Hard work
In 1987, Zhan Xianguang registered and established the Bohai Ci Er Lock Factory with the industrial and commercial department. After one year of operation, the factory was renamed Bohai Bicycle Lock Factory and gradually embarked on the track, but product sales became a major problem. Zhan Xianguang decided to first expand the sales range from urban areas to cities, counties and districts under the jurisdiction of the city.

After making sales decisions, Zhan Xianguang became a salesman for the next three consecutive months. In order to collect market information in time, Zhan Xianguang applied to the post and telecommunications department, spent more than 7,000 yuan, installed a hand-cranked phone, and specially printed business cards to facilitate customers to contact themselves. Soon, his "Happy" brand bicycle locks were gradually recognized by consumers, dealers began to come to the door, and product sales gradually expanded from Wenzhou to all parts of the country.

In 1989, Zhan Xianguang set his sights on the domestic market, and made a special trip to Shanghai to reach a joint venture agreement with the former Shanghai Shenjiang Lock Factory, and paid the use of the factory lock "Shen Li" trademark. The name of the current company and the "neutral" registered trademark have evolved from the word "申立".

In order to develop a new type of bicycle lock, only Zhan Xianguang of the junior high school culture has to smash down a thick professional book. When he encounters a place he does not understand, he is not ashamed to ask, and he is open-minded to ask for advice. From the structural drawings of the lock, the principle, and even the chemical composition of the lock material, he understood it one by one. On this basis, product structure innovation, product material innovation, continuous introduction of new products, expansion of product lines, has now formed nine series of more than 260 varieties. He began applying for patent protection from the state in 1995. At present, Zhan Xianguang obtained 77 patents from the State Intellectual Property Office.

In 2003, the company developed into Zhejiang Zhongli Group Co., Ltd. At present, the first phase of the new park investment of 70 million yuan has been completed, and the constraints on the company's development have been alleviated, and the company will develop faster.

By replacing raw materials and changing the production process, the polycyclic aromatic hydrocarbon content complies with the EU PHA directive, ensuring the export of products. The technical barriers to trade have achieved gratifying results.

In 2006, Zhan Xianguang turned his attention to the field of renewable energy solar power. Therefore, the neutral company decided to develop high-grade packaging materials for solar cells, making new contributions to the field of solar power generation in China. At present, the product has entered the trial production stage, and the product performance has reached the predetermined target.
