The “Supplementary Provisions on Coal Mine Gas Prevention and Control in Henan Province” formulated by Henan Coal Mine Safety Supervision Bureau and Henan Coal Industry Administration Office are forwarded to you for learning and reference. All units must, in light of actual conditions, further strengthen the implementation of coal mine methane comprehensive prevention and control measures, resolutely prevent and contain coal mine gas accidents, and promote the continuous and stable improvement of coal mine safety production throughout the country.

Coal Mine Gas Prevention and Control Supplementary Provisions in Henan Province

In order to effectively strengthen coal mine gas prevention and control work, effectively prevent and resolutely contain major accidents in coal mines, and now identify coal mines adjacent to coal and gas outburst mines that have been identified as non-conspicuous coal mines, the following ten requirements have been proposed, and those that have not been implemented, and If the same coal seams that are adjacent to the coal and gas outburst mines are neither identified nor well controlled by the outstanding mines, the mining operations shall be stopped.

1. It is necessary to strengthen the exploration of fault zones, folds, collapse columns, changes in coal seam thickness and dip angles, etc., in the occurrence zones of coal seams and geological structural anomalies, and to keep abreast of the geological conditions in the excavation and recovery areas, and to prepare excavation according to regulations before excavation and mining. Geological specifications and mining prospecting manuals are organized and reviewed by the chief engineer of mines, signed and confirmed by the mine chief, to guide safe excavation and recovery.

Second, there is anomalous coal and gas emission, and there are dynamic phenomena such as sticking, top drilling, and spray holes. It is necessary to immediately stop mining operations and directly upgrade coal and gas outburst mines.

3. For coal roadway, semi-coal rock roadway excavation and coal mining face, local comprehensive anti-outburst measures must be implemented. If there is an outstanding risk, the mining operation must be immediately stopped and the mine directly upgraded to a coal and gas outburst mine.

4. Absolute gas emission in the driving face is more than 3m3 /min , absolute gas emission in the coal mining face is more than 5m3 /min , and excavation, recovery and gas drainage must be stopped.

Fifth, rock roadway excavation must be in accordance with the "prevention of coal and gas outburst regulations" to develop and implement measures to prevent unintentional exposure of coal seams, insist on exploration and digging.

6. In order to uncover coal and coal gates at the alley, the coal and gas outburst prevention measures must be formulated and implemented according to the “Prevention of Coal and Gas Outburst Regulations”.

7. Mine gas basic parameters must be determined and gas geological maps must be prepared. Gas geological maps must include gas pressure, content, and emission equivalent contours. Local coal mines hire experts or intermediary agencies to compile gas geological maps. The main responsible person of the company at the top level takes the lead to organize expert review and approval. The coal mine gas geological maps of the backbone enterprises are reviewed and approved by the experts of the backbone enterprises.

8. The underground temporary gas drainage system must be established and the on-line monitoring of gas drainage must be achieved.

IX. It is necessary to establish and implement a gas inspection system in accordance with coal and gas outburst mines, and allocate professional and technical personnel and special operations personnel such as outburst prevention and gas inspection.

10. It is strictly forbidden to vent in series between any two working surfaces.
