China counters US PV industry trade protection

The Ministry of Commerce issued an announcement yesterday to launch a trade barrier investigation on the US renewable energy support policies and subsidy measures in accordance with the Foreign Trade Law of the People's Republic of China and the Ministry of Commerce's Foreign Trade Barriers Investigation Rules. The Ministry of Commerce said that this investigation should be filed on the application of the China Chamber of Commerce for Import and Export of Mechanical and Electrical Products and the New Energy Chamber of Commerce of the All-China Federation of Industry and Commerce. The above applicants pointed out that the US government's support policies and subsidies for its domestic renewable energy industry violated WTO rules and caused obstacles and restrictions on the development of China's renewable energy industry, which constituted a trade barrier. The applicant requested the Ministry of Commerce to initiate a trade barrier investigation to eliminate the adverse effects of US government support policies and subsidies on China's renewable energy industry in order to maintain a fair trade environment. After review, the Ministry of Commerce decided to initiate investigations on the six supporting policies and subsidy measures alleged by the applicant. The Ministry of Commerce will conduct investigations based on Chinese laws and regulations to assess the impact of US renewable energy support policies and subsidy policies on China's renewable energy industry. The person in charge of the Bureau of Import and Export Fair Trade of the Ministry of Commerce said that if the investigation results indicate that the above policy measures violate the WTO rules and constitute trade barriers, the Ministry of Commerce can take corresponding measures, such as launching the WTO dispute settlement procedures. According to the rules, the survey will be completed by May 25, 2012. On the 9th of this month, SolarWorld's US subsidiary in the United States took the lead in cooperating with six other manufacturers, the Solar Manufacturing Alliance (CASM), to file a complaint with the US Department of Commerce and the US International Trade Commission, requesting the federal government to export US polysilicon to the US. The battery conducts anti-dumping and countervailing investigations and imposes more than $1 billion in tariffs on Chinese PV products. The United States launched the first anti-dumping and countervailing investigation against the Chinese PV industry, which has made China's PV companies, which have already fallen into a downturn, "aggravated." It is reported that the US market accounts for about 15% of the market share of Chinese PV companies. At the same time, if the United States finally decides to impose anti-dumping duties, it may trigger the EU to follow suit. The Chinese PV industry, which has long relied on foreign markets, will be fatally hit. Since then, Chinese PV companies have quickly launched response and counter-measures. It is reported that the investigation application filed by the China Chamber of Commerce for Import and Export of Mechanical and Electrical Products and the New Energy Chamber of Commerce of the All-China Federation of Industry and Commerce is jointly initiated by a number of domestic PV manufacturers.
